Harri works as a knowledge manager. His areas of specialisation relate to the acquisition, monitoring, management and distribution of legal information and the use of legal technology.

Harri has wide-ranging experience in legal information services gained at the law library of the University of Lapland, the Institute for Legal Informatics of the University of Lapland, the Information Service of the Institute of International Economic Law of the University of Helsinki, the EU Information Service of the Finnish Parliament Library and at another major law firm.  

Harri lectures on legal knowledge management and legal information sources. During 1997-2002, he was an editor of European Union Law, which is a collection of consolidated EU legislation.
