Borenius advised a parcel service provider in abolishing the universal service obligation on parcel markets

We successfully advised and represented Oy Matkahuolto Ab in an appeal case which resulted in the abolition of the universal service obligation on national parcel markets. Previously, the Finnish Communications Regulatory Authority had imposed the universal service obligation on the national postal incumbent. Following our appeal, Helsinki Administrative Court overturned FICORA’s decision stating that the authority had failed to perform an adequate competition analysis of the parcel market. FICORA issued a new decision in June 2016 and abolished the universal service obligation. Furthermore, the Supreme Administrative Court previously ruled on the same case, justifying Matkahuolto’s right to appeal.
