Legal Alert – General Terms and Conditions of Government IT Procurement (JIT 2014) Reform Project in Progress
General Terms and Conditions of Government IT Procurement (JIT 2014) reform is progressing in spring 2014. Advisory Committee on Information Management in Public Administration (JUHTA) and JUHTAs subdivision JHS have been preparing this reform. The new JIT 2014 terms and conditions will replace the previous General Terms and Conditions of Government IT Procurement from year 2007. The JIT 2014 terms and conditions are intended to come into force in summer / fall of 2014. JIT terms and conditions may be applied e.g. to municipalities ICT procurements.
Attorneys at law Borenius follows the JIT 2014 reform. Borenius JIT 2014 working group has also commented the proposal for the new JIT 2014 terms and conditions. In general, Borenius working group considers the reform to be successful. However, Attorneys at law Borenius has commented and paid attention to general terms and condition of price and pricing principles, termination of the contract clause, dispute resolution clause and termination provisions concerning projects that are carried out via agile methods.
