The Finland chapter on Global Legal Insights – Cartels 2025, contributed by Ilkka Aalto-Setälä and Leo Rantanen, provides a comprehensive overview of the legal framework and enforcement regime concerning cartels in Finland.

This chapter highlights the prohibition of cartels under both national law, specifically the Finnish Competition Act, and EU law, notably Article 101 of the Treaty on the Functioning of the European Union (TFEU). It discusses the administrative nature of cartel enforcement in Finland, where criminal sanctions are not prescribed, and outlines the roles of the Finnish Competition and Consumer Authority (FCCA) and the Market Court in investigating and imposing sanctions on anticompetitive practices.

It also covers the leniency regime, investigative powers, and recent enforcement activities, while addressing key issues in enforcement policy and procedures. Additionally, it explores the cooperation with other antitrust agencies and cross-border issues, emphasising the FCCA's strategic focus on addressing harmful market behaviour and maintaining effective competition.
