Our life sciences & healthcare experts Ben Rapinoja and Minna Muukkonen have contributed to the latest edition of GLI: Pharmaceutical Pricing & Reimbursement Laws and Regulations 2026.

The chapter provides an overview of the pharmaceutical pricing and reimbursement system in Finland.

Finland operates a universal public healthcare system in which out-patient pharmaceutical costs are reimbursed through the national health insurance scheme, administered by the Social Insurance Institution of Finland (Kela).  The Pharmaceuticals Pricing Board (Hila) confirms reasonable wholesale prices and reimbursement status for medicines dispensed through out-patient pharmacies. Finland's healthcare system aims to maintain and improve population health, wellbeing, work ability and functional capacity, and to reduce health inequities.
